The proposal is an experimental hydrology testing device which aims to conserve Oxford’s precious flood meadows and demonstrate their importance. The ancient plough-scarred meadows are augmented into a grid of plots bounded by water channeling apparatus. This can be used to test artificial flooding and its implications on architecture and the local ecology. The scheme serves as a research and education hub where studies are done in collaboration with the natural cycles of the landscape. The findings and the tests themselves are used to bring Oxford's scientific and local communities together.

The scheme is a modern artificial version of a water meadow; a water meadow not for agriculture, but for hydrological, landscape and architectural research.

The auditorium is an open forum. It is positioned in the centre of the building to be accessible to all groups of people to engage in conversations regarding the flood plain meadow.
The spires copper slopes down into the cone and wraps under the discs to form a rainwater basin.
