The Debating Chamber: How Can People Be Encouraged to Use Art for City-Planning?

The project aims to address the complaints of locals in Highgate who feel a lack in provision for official decision making in planning, partly arising from the fact that Highgate is split across four boroughs. The first design strategy is to extend the traditional Highgate Society building into its rear courtyard to provide more spaces for council activities. The second design strategy is to invite the Highgate watercolour society by creating a painting area in the council chamber, to encourage people to use art for city-planning. The design proposal is a garden, gallery, and watercolour society/council chamber, which potentially will attract more visitors. It aims for an increased appreciation for watercolour painting and encourage people to join city-planning debates.

Structurally, the project aims to find an optimal solution for the cantilevered system of the painting tower and studios. The bending moment was calculated for sizing and arranging the steel beams and columns.

Environmentally, by testing shoebox modelling, passive measures, HVAC system comparison and renewable energies, the carbon emissions and energy consumption has been calculated as net-zero.

Painting Tower and Council Chamber

The section shows the cantilever structure of the painting tower and the interior layout in the debating area.

Debating Art and City-Planing

The interior view of council chamber with painting tables and committees, who are debating on the paintings and the ideas of city-planning.

Lighting Tower

PTFE is proposed for the façade of the tower, allowing the interior light to come out at night time, so that the tower potentially acts as a beacon of hope for Highgate.

Interaction between Spaces

The perspective view shows the relationship between the painting tower and chamber area, and how they interact with the garden.
